SUMMARY

Actively source employment opportunities and provide placement services to clients referred by employment counsellors for employment opportunities within Durham Region based on client’s job objectives, work experience, education, skills and interests.

Provide financial incentives to eligible employers based on: on-the-job training, including apprenticeship, work experience opportunities and/or skill level/employability assessments for participants in trial placements.

MAJOR DUTIES

Deliver the following job development activities:

  • Proactively outreach to employers to identify opportunities in the “hidden” job market i.e. those not yet available in the competitive job market, which means the employer has not started the recruiting process through job postings or job ads;
  • Assess employer’s workplace capacity to provide a positive work experience and workplace training for clients;
  • Identify clients who are placement ready when the appropriate work opportunity is available with employers;
  • Collaborate with employers in developing individual on-the-job training plans and agreements for clients
  • Negotiate placements into employment (with and without financial incentives), volunteer, job trial and on-the-job training opportunities with employers on behalf of client;
  • Identify need and facilitate training session if required on workplace sensitivity/diversity, Health & Safety needs accommodation, etc.
  • Monitor and follow up on financial allocations to ensure targets are met within established fiscal budget.

Client Service

  • Contact relevant employers, using cold or warm calls, meetings, etc. to determine employment opportunities for clients, promote the services of the Help Centre and determine current and future employment needs of the employer.
  • Match client skills and experience to job leads, assessing suitability for a position, forwarding résumés, coordinating interviews with client and employer and following up with both to determine next steps.
  • Determine suitability of clients, through consultation with Employment Counsellors, examining skills, motivation, attitude and abilities in relation to employment objectives.
  • Meet with clients to: advise on program supports, manage expectations, to determine motivation and readiness, to discuss employment limitations and to develop an action plan.
  • Maintain contact with client and employer throughout placement and for scheduled follow-ups to encourage success. Also, maintain contact with clients not yet placed, continuing to search and provide ongoing support.
  • Participate in case conferencing with Employment Counsellors to discuss client needs and appropriateness of job placement support.
  • Attain or exceed contractual job development targets, completing and submitting required statistical information on a weekly, monthly and year to date basis, and as required.
  • Market services of the Help Centre to the community, including attending job fairs and meeting with employers.

Maintain Client records:

  • Develop and maintain client and employer files, including employer information form, client and employer case notes, etc., to ensure compliance with EOES guidelines.
  • Evidence of Client ownership of action/training plan to support the Participant’s Employment Service Plan (for example, sign off, records of discussion);
  • Activities undertaken and progress made against the Employment Service Plan including duration type of support provided, and details of level of training incentive (if applicable);
  • Evidence of approval of financial incentive as set out in Employment Service Agreement;
  • Rationale for decision on how the placement will be tailored to the client and employer’s needs;
  • Confirmation that there is a signed and dated training incentive agreement for each placement and that the terms and conditions of the training agreement are met by the employer and participant;
  • Update Employment Service Plan and recorded skills and knowledge acquired;
  • Evidence of follow-up. Where the client has not secured employment at the end of a placement, evidence that there has been a determination for the need for further services as appropriate;
  • In cases of service termination, reasons to support termination, as well as documentation that the client was assisted to seek possible resolutions to problems prior to terminating service.
Other Duties:
  • Maintain and monitor Job Postings on the Help Centre Web Site.
  • Networking within the Durham Region, and staying informed on employment trends.
  • Maintain confidentiality of service users and agency matters at all time during and after work hours.
  • Assist employers with the application process for services and programs, as required.
  • Perform other tasks as assigned by senior management.

 

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

Knowledge and/or training of:

  • Human Rights Legislation, Labour Laws and Employment Equity Laws
  • Labour market trends – local and regional
  • Job search techniques and employment retention
  • Assessment and interviewing.
  • Sales and marketing techniques.

Skills:

  • Excellent written and oral communication skills.
  • Strong interpersonal skills – listening, building rapport, supportive, etc.
  • Excellent customer service skills
  • Proficient in Microsoft Word, Excel, Outlook and typing. 

Ability to:

  • Multi-task and work well under pressure.
  • Work independently and with a team.
  • Organize, prioritize, solve problems, adapt to change and be creative.
  • Demonstrate empathy towards individual client needs, wants and situations.
  • Maintain professionalism with clients and employers at all times
Minimum Qualifications:
  • A post-secondary education in related field preferred.
  • 2 to 3 years experience in job development/ related field or equivalent combination of education and experience.
  • Previous sales experience/training is an asset.
  • G Driver’s License, reliable and insured vehicle ($2 Million)
Working Conditions:
  • Sitting at a desk for long periods of time; extensive computer usage.
  • Driving for appointments within Durham Region.
  • Occasional travel
  • Little exposure to hazards.
